You are invited by the Government of the Republic of Singapore as represented by the Embassy of the Republic of Singapore in Beijing, PRC under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Quote (“ITQ”) for One (1) Luxury Mid-Size Sedan for the Singapore Embassy in Beijing, PRC.

2          This ITQ contains the following:

            本报价邀请书包含以下内容：

a) Annex A – Summary of Quote Offer;

附件B – 承包商投标书；

b) Annex B – Requirement Specifications;

附件B – 技术规范；

c) Annex C – Conditions of Contract;

附件C – 合同条件；

3          Your Quotation must be fully completed and submitted in accordance with this ITQ. You are advised to read carefully all documents enclosed in this ITQ before submitting your Quotation. All submissions must reach the Singapore Embassy in Beijing, not later than Monday, 9 February 2026, 1600hrs Beijing Time.

贵方的报价必须按照本报价邀请书完整制作和提交。建议贵方在提交贵方报价前仔细阅读附于本报价邀请书的所有文件。所有投标书必须在北京时间2026年2月9日（星期一）下午四点之前送达新加坡驻华大使馆。

4          The Quotations received shall be evaluated based on the Critical Criteria (see Clause 1.2 of Annex B) and Evaluation Criteria below. Proposals that do not meet the Critical Criteria will be disqualified from participating in this Quotation.

我们将根据关键标准 （附件B，第1.2条）和以下标准对报价进行评估。评估投标者的计划书之前必须符合以下的关键标准。如果不符合关键标准会被取消资格。

·         Price Competitiveness价格  (50%)

·         Compliance with Specifications符合规范，规格与要求(30%)

6          The Government of the Republic of Singapore does not bind itself to accept the lowest Quotation Offer, or the whole or any part of any Quotation Offer.
