INVITATION TO TENDER FOR PROVISION OF SECURITY PERSONNEL SERVICES FOR THE SINGAPORE EMBASSY AND AMBASSADOR’S RESIDENCE IN BEIJING, PRC FOR TWO (2) YEARS, WITH AN OPTION TO EXTEND FOR ONE (1) YEAR

To: All Potential Tenderers

 You are invited by the Government of the Republic of Singapore as represented by the Embassy of the Republic of Singapore in Beijing, PRC under the Ministry of Foreign Affairs (“Authority”), to participate in this Invitation to Tender (“ITT”) for the Provision of Security Personnel Services for the Singapore Embassy and Ambassador’s Residence In Beijing, PRC for Two (2) Years, with an Option to Extend for One (1) Year.

 以新加坡共和国外交部下属之新加坡共和国驻华大使馆为代表的新加坡共和国政府（“招标人”），新加坡驻华大使馆以大使官邸保安人员服务合同期限为两（2）年并有一（1）年续期选择权（“招标”）。

2          This ITT contains the following:

            本招标书包含以下内容:

a)      Annex A – Form of Tender;

附件A – 投标表格；

b)      Annex B – Instructions to Tenderers;

附件B – 投标人须知；

c)      Annex C – Conditions of Contract;

附件C – 合同条件；

d)      Annex D – Requirement Specifications;

附件D – 需求规范；

e)      Annex E – Tender Submission; and

附件E – 投标提交书；及

f)       Annex F – Contract Agreement

附件F – 合同协议书

3          Your bid must be fully completed and submitted in accordance with this ITT. You are advised to read carefully all documents enclosed in this ITT before submitting your tender proposal.  All submission must reach the Singapore Embassy in Beijing by hand, not later than 30 March 2026, 1600 (Beijing Time).

            贵方的投标书必须按照本招标书完整制作和提交。建议贵方在提交贵方投标书前仔细阅读附于本招标书的所有文件。所有投标书必须在2026年03月30日北京时间下午4点之前亲手送达新加坡驻华大使馆。

4          A compulsory site briefing will be conducted on is 10 February 2026 at 1430 hours Beijing time at the Singapore Embassy in Beijing. Tenderers who do not participate in the site briefing will be disqualified. Interested vendors should email their interest to Mr. Edmund Koh (at Edmund_Koh@mfa.gov.sg)_to register for the briefing by 8 February 2026.

            现场招标发布会将于2026年02月10日北京时间上午1430点在新加坡驻华大使馆举行。没参与实地发布会将被取消资格参与招标。感兴趣的供应商可在2026年02月08日之前电邮Edmund Koh 先生(at Edmund_Koh@mfa.gov.sg) 报名登记。

5          The bids received shall be evaluated based on the critical and evaluation criteria (see Clause 3.1 of Annex D – Requirement Specifications). Tenderers who do not meet the Critical Criteria will be disqualified from participating in this ITT.

            我们将根据附件D， 3.1 条以下的关键与评标标准对报价进行评估。不符合关键标准的投标者将被取消投标资格。
